California Governor Gavin Newsom made history on Friday by signing Senate Bill 1063 into law using a QR code, a first in legislative history. The bill, authored by State Senator Shannon Grove (R-Bakersfield), allows QR codes to be added to student ID cards, linking students directly to local mental health resources.
SB 1063 applies to both public and private school students in grades 7 through 12, giving them quick access to important mental health support services.
By simply scanning the QR code on their student ID, students can instantly find resources tailored to their local area, making it easier to seek help when needed.
To announce that he had signed the bill, Gov. Newsom used a QR code, marking the “first time in legislative history” that a QR code was used for a bill signing, according to Senator Grove.
The innovative approach was highlighted as a creative way to bring awareness to the bill’s focus on mental health access.
“This bill brings mental health resources directly into the hands of students,” Grove said, emphasizing the importance of providing easily accessible support for California’s youth.
QR codes, commonly seen in restaurants for menu access, are now being used by the California legislature as an efficient way to connect students with essential services. Gov. Newsom’s use of the technology underscores the state’s commitment to improving student well-being through modern solutions.
