Paris Hilton and Senator Shannon Grove Push for Increased Oversight at Youth Treatment Facilities with SB 1043

On Friday, a bill backed by Paris Hilton and authored by State Senator Shannon Grove (R-Bakersfield) became law, marking a significant step towards improving transparency and oversight at youth residential treatment facilities in California.

Senate Bill 1043, also known as The Accountability in Children’s Treatment Act, mandates the California Department of Social Services to publicly disclose incidents involving the use of restraints or isolation on patients at these facilities via their website.

Additionally, the new law requires that parents, foster parents, guardians, or tribal representatives be promptly informed whenever such methods are used on a child. This increase in accountability aims to safeguard children from potential mistreatment in care facilities.

Paris Hilton: The Advocate

Paris Hilton, who has become a vocal advocate for reform after enduring traumatic experiences at a similar facility, expressed her pride in collaborating with Senator Grove to bring about this change. “This law will bring much-needed oversight, and I’m proud to have partnered with Senator Shannon Grove and the legislature to help make this change a reality,” Hilton said.

Youth residential treatment facilities provide critical care for young patients dealing with issues such as mental health disorders and substance abuse.

While these centers are intended to aid in recovery, there have been growing concerns about the improper use of restraints and isolation, particularly for vulnerable children, such as those in the foster care system.

In 2021, California banned the practice of sending foster children and teens charged with crimes to out-of-state treatment programs, opting instead for short-term care programs within the state. Governor Gavin Newsom, who described Hilton as a “passionate advocate” for patient rights, noted that the new law is another step toward protecting at-risk children from potential harm.

“Children and teens—especially those in foster care—should never be subjected to improper use of restraints or isolation while they are meant to be receiving treatment,” Newsom stated.

Senator Grove echoed these sentiments, stating, “This legislation underscores California’s commitment to transparency and safeguarding the well-being of our at-risk children. It has been a privilege to work alongside one of the most incredible advocates, Paris Hilton, to make a positive impact on the lives of vulnerable children in California.”
